That soap water and garlic mix. someone will come along with the correct measurements.

Are you sure? We didn't see/can't see any bugs. It looks a bit like mould or flour.

Definitely aphids. They aren't very big but breed prolifically.

Aphids - if you need a second opinion.
We use lacewings as a biological control http://www.bugcentral.com.au/pests/index.php
But Jayups suggestion would be a cheaper alternative.
